How to capture time card submission event

Summary:

We are implementing Oracle Cloud HCM Time and Labor module 23B and have a need to capture employee Time card submission as an event and call an external API to send certain time card details to an external system for consumption there. How can this be accomplished


Content (required):

We have a current process in place (a custom DotNet application), where employees are required to enter their time daily. Everyday around 9 am est, we have a process that checks for all those employees who havent entered their time for the previous day and send them a reminder to enter their time. After one hour of sending this reminder if the employee hasnt still entered their time, their workstation will be locked out and they cannot do any other work except for time entry.
