Time and Labor - Project Costing

We are implementing Oracle Time and Labor (Oracle HCM) and interesting in leveraing project costing too.  Is it possible to use project costing without using Oracle ERP modules? We already have EBS for ERP. If not, can we create a custom attribute to track project costing hours and send to ERP?
