Can we restrict HCM data upload only to Learn Module?

Summary:
We need to create customized Security Role for Learn related HSDL/HDL upload. This role should only allow to upload learn related data through data upload. For Example, We have a HSDL/HDL template, This role should only allow the learning specialist to upload the particular module related data.
learning specialist should not be able to upload any other data like payroll, Compensation etc. Now if we give access to Data exchange and Spreadsheet loader, They can upload any data.
We need to restrict data upload only to Learn Module.
