Report on Created Date NOT Joined Date

Report manager has an older report called User Activation Date.   I had been running this report to see when new users were joining my LMS.  However, now I've learned that "date joined" isn't exactly the same as "date created".   

So now I'm trying to determine a way to run a report on "Date Created" so that I can determine how many new users I am adding every month.

I've check the Data Views PDF to try and find a way to build it in BI Report to no avail.

Does anyone have any ideas on how I can do this?   Preferably I'd like to run one report across all 9 of my LCs.
