How do I modify an Tender Offer to show Preferences setup for EU vs US

Summary:

We are implemented EU in OTM. I'm trying to update OTM so that the Load Tender sent on EU shipments show metric conversions. I've tried adding Preferences to Integration Preference ID under the External System. I also tried to add user Preferences under Manage User Access, but the carrier role created does not show in the lookup so I'm not able to add preferences here.
