Vesting rule for a front load Accrual plan

Summary:

Hi everyone,

We have a requirement to restrict the employee from certain work location from using the front-loaded accrual balance for 3 months from their hire date; this plan is been used by employee from other locations too who dont need to wait to use the balance. When employee enrolled into the plan, Accrual balance is given on the enrollment date with absence calculation date of 12/31/Current year since its a annual repeating period. I am trying without Location based vesting rule now, its not restricting the employee from using the balance. Employee is able to see the balance and from Day
