Email-Bursting Without Split-By

We have a requirement to send an email with details.

The email body should have the details with table format.

The query has more than one record and it should be printed as above in the email body.

I have created RTF template and set the output format as HTML.

But split-by option is person id. and the email is being sent for every Person ID. Example the above information splitted into two and sent as two emails.

How can we make it in one email. Please suggest
