Is it possible to implement changes only HCM Extract to get the updates of an Organization Tree?

We have a requirement to implement a changes only HCM Extract to retrieve the information of an organization tree.

We have a requirement to implement a changes only HCM Extract to retrieve the information of an organization tree, and we are currently using the PER_ORGANIZATION_TREE_UE as the User Entity where Organization ID is the threading database item and Organization Id as key . After making some changes on the tree nodes and running in changed attribute parameter, we are unable to get any records.
