how to create a book without using page breaks between doclets?

we are creating a book in which each chapter is a doclet. so that there is no problem of a grid being part on one page and part on another, we were using word's page break feature. however, this form does not please the customer, as there is a very large space between some notes. I would like to know how you are doing this? Thank you very much in advance.
