How can we restrict access to Add Learners under MCG>Learning>Courses/Offerings based on role?

We have a requirement wherein we need to have two different types of Job Roles - Course Admin and Offering Admin. Course Admin should handle administrative work related to Courses and just view Offerings, while Offering Admin need to handle administrative work related to Offerings and just view Courses.

In lieu with this requirement, we were able to achieve the same using set of duty roles and privileges, however Course Admin should not be able to add Learners to Offerings and Offering Admin should not be able to add learners to any visible courses. We tried to achieve the same using roles, however removing associated roles for adding learner removes the access from both the pages namely MCG ->Learning->Courses>Learners and MCG ->Learning->Offerings>Learners.
