BPM Worklist Rule Administration Tab

Summary: How to access BPM Worklist>Administration>Rule Administration link or tab?

Content (required): Auditors are indicating that it should be possible to run a report that displays "users assigned to a specific rule" and advising to navigate to the BPM Worklist Administration link. However, we do not see the Rule Administration link or tab per their instructions. Can someone advise if/what Oracle role should grant this access? Oracle Support was not helpful.
