Unable to derive Rate schedule defined for Non Labor Resources

the goal here is to use a rate schedule for Non labor resources ( Equipments ) for the actual costs process

as the user needs to add the actual quantities ( hours ) for the equipments used for a project and to let the total raw cost = 1 , so the application calculates automatically the actual cost by multiplying the hours by the rate defined in the rate schedule ,

The issue here is i had defined the rate schedule for an Euipment , and gave it a specific rate , associating for it also a non labor resource , and a non labor resurce organization

then selected the non labor resource rate schedule defined in the financial plan type and the plan type ,
