Receiving ORA-30094 error when building OML Model on Autonomous Database

Trying to begin using OML4SQL but when following the example below, I am receiving a an error: ORA-30094: failed to find the time zone data file for version 39 in $ORACLE_HOME/oracore/zoneinfo. Since I am running Autonomous Database, I do not have access to the file system and furthermore no access to the environment variables. I am running this using Database Action on SQL Developer Web. How can I get around this error?
