Is there a way to load Profile Option value using REST API

Navigation: Manage Administrator Profile Values
We have a requirement to create an integration to load the profile value (CE_USE_EXISTING_BANK_BRANCH) at USER level on a periodic bases. Can anyone please confirm are there any REST or SOAP which can do the needful.
One time bulk load we can do using IMPORT option but for integration cannot find any REST API. Any help would be appreciated.
