show department level instead of region in person details (biographical info)

In person details (bio info) we do have "country" and "region" flexfield. But my client need department level, "region" is not mandatory. When i tried to activate department via hcm design studio i was unable to see this field. My question is how can i manage to put in place this field with all correct list of value (cf pctures attached)
