Only EU Sovereign Cloud meets full GDPR requirements?

Summary:

In a recent post from Oracle, I noticed that a new data center was created specifically for Europe to deal with all GDPR rules. We are currently in a data center in Brazil, and I would like to know if this data center complies with all GDPR requirements? If the answer is negative, will we need to migrate to the EU Sovereign Cloud data center to comply with the GDPR?
