Summary: Generate Capital Interest doesn't work asset lines pending transfer to fixed assets

Content (required): We're trying to go-live with generate capital interest, but it's not usable in it's current state. It doesn't generate capital interest on expenditures that have asset lines generated that have not pushed to assets yet (and it should). We generate asset lines each month, but don't push those to assets until the end of year, so we want to generate capital interest for these expenditures that have not transferred to assets.

• If asset lines are generated for expenditure items, the process doesn't generate capital interest for those items.
