How to limit view of Payslip under Person Management with two overlapping roles?

Summary:

I am working on two Security Roles. One role is to have access to View All employee's information--except for Compensation Info and Payslips. The second role is able to see Compensation Info and Payslips, but their view is to limit their access to exclude HR Peers and Executives.

What I've created works for other compensation items, however not for Payslips. When I test and traverse via Quick Actions, I do not see HR or Execs, but when searching via Person Management, I am able to see HR and Exec's Payslip. Is there something I'm not thinking off or is there no functionality to limit access to View Payslips under Person Management?
