replace "Always Free" instance

Summary:

I have a "Always Free" instance running Oracle Linux 7.9 and I would like to re-create it with Oralce 9. I've terminated the existing instance and try to re-create a replacement instance. In the process of configuring the new instance, I use the free tier services but still notice that the boot volume has a cost of few dollars a month that seems indicating it's not a "Always Free" instance.

How can I permanently remove the terminated "Always Free" instance and replace with a new one?
