Collobaoration - Submit Content task unable to edit the email content.

All - I have set the colloboration flow and which works fine. However , when I click submit content task and try to edit the content the content is in READ only mode and I cannot edit.

I have required  permission such as express  email content manager and even tired to find collaboration region in email designer but I do not find option to select "Content can be contributed by others"

Can you help if I have missed something..
