Can I have a connect job that will only add new records to a contact_list table but add all records

I have a daily feed that will have both new and existing emails captured on site with coupon offers.  I want to have the new email added to the contact list and be able to trigger a NTF program via a custom event. At the same time I'd want to add to a PET table all the entries from the daily feed for both new and existing emails captured, recording date and offer.

Is this possible?
