Eloqua Email with Columns - Displays wrong in Outlook

I have used this template for an email for the last 2 - 3 months. I have never had a problem with the displaying of the email until today. With the new update to adjust columns, is anyone else seeing this on their outlook versions of the email?

It works and displays perfectly in Gmail and Yahoo.

Also, can we make default header/footer yet without having the non-responsive editor?
