Eloqua Dedicated Environment without Domains

Team,  currently we have an Internal and Dedicated Eloqua Environment.  The company is OracleLAD and the ID is eloq003.  The problem we have is when we try to Test or Launch any Landingpage we don't have any domain with DNS register and we can not see this powerfull functionality.

1) How can I know the owner or adminstrator of this environment?

2) Which domains can we use?  And how can we Install or Register the domains?
