How to send notification email to contact owner on campaign canvas?

Hello - I'm looking to see if it's possible to send an email notification to a contact owner or email alias without being able to leverage form processing steps? I want to be able to send an email notification when a lead is created or modified with a specific date stamp and a specific value is filled. Is this possible? I'd prefer it all to be on the same campaign canvas as the outward facing emails so it can be easily modified in the future. Thanks
