Passing submitter into different segments

Currently, I am working on the project to increase opt-in. We have 3 categories such as: a, b and c and there are different options underneath of the each categories. Then, we would like to put the submitter into one segment in accordance with his preferences in categories. For example: if the submitter select one option from a, one from b and one from c, then he needs to go A1 segment.  There are approx 350 combinations like: A1, A2, A3, etc. Putting those people with conditions into separated CDOs do not make sense. Because of the number of the
