Has Anyone Set up a Blocklist Program off of Account Data Only?

I'm wondering if there's any way I can create a program using the domain field on accounts to create a program for blocklisting/master exclude contacts?

Ideally, I have a program that pulls in accounts that are indicated as a blocklisted and it pulls the domain field into some sort of filter or segmentation that then searches for all contacts who's email contains that same domain.

I can create something like this for contacts with linked accounts, but if I upload a list of records some of those people might be at a blocklisted domain and I would like to unsubscribe/suppress them.
