How to gain access to an App Cloud Dev environment?

So I'm a Partner with shallow pockets and can't afford an annual license for Eloqua, just for development. Is there a way which allows "partners" to gain access to Eloqua just for development?

Putting a license fee in front of developers doesn't make for a good business model.

Am I on my own here?
