in supplier site setup, 1 site needs to be assigned to multiple BU in order to share the same agreement. But in order to do requisition line entry or noncatalog each BU need to have a separate site. e.g

A has a site Z. This needs to be assigned to B &C for using a purchase agreement created in A. But for B to work with requisition line entry and non-catalog it needs a new site Y. IS IT SO OR I AM DOING SOMETHING WRONG?
