Valid Intersections on Data Management

Summary

Do Valid Intersections block data entry through Data Management?

I just want to make sure, if Valid Intersections work also when any user is loading data through Data Management. This because even though we have some valid intersections, some undesired data is being loaded when it should not because of the valid intersections.
