Need a resource for Eloqua-certified contract developer

We're having major issues with our landing pages not rendering properly. They use javascript to call in branding information stored in a CDO to dynamically populate the page with logos, colors, and content. The URLs have a query string that identifies the CDO element being called in.

I'm no developer, but in need to hire an Eloqua-certified developer to help us assess what's happening. I've been told the way our pages were built and function is out of the norm the way most use the system, so definitely looking for someone with Eloqua expertise. We believe the issue is related to browser security updates that block the script, and thus, our ultimate dev ask will likely be to 'break' our template functionality and rebuild the pages statically.
