Bulk API limitation question about 2000 syncs per 24 hours

Hi Eloqua API team,

Per your document about Bulk API limitation:

Can you clarify how does the 24 hours measure starts to count ?? Is it per calendar day if so what timezone ?? I just can't figure out when I should start my 24 hours clock to observe the 2000 syncs limitation.
