Eloqua 1st Party Tracking Script and Google Tag Manager not working

Does anyone have experience on how we can get GTM and Eloqua 1st Party Tracking script to work together. We do not want to have Eloqua analytics availabe in Google, but rather keep them separate at this point. We've pulled down the tracking script according the Oracle User's Guide and then also modified the page views line code because of the recent Chrome update. We're having some real difficulties as the script is not being shown as being on the page. We've combed through the web trying to find answers, and even our 3rd party developers
