We've been having a debate, what is the purpose of having someone set as the owner of a LC?

We see that co-owner permissions are not automatically granted to users that are listed as owners. An owner doesn't have to be a user that is inserted to that LC. A person can be an owner, but not see that sub learn in the list of sub learns to even get to it (pretty sure that has to do with the user being in there or not).
