Send time optimization - Time zone

Hi there,

I would like to know, in which time zone the STO will take to send the emails. For an example if we have different time zone contacts in our Eloqua contact database and how the STO mechanism work to find the time zone.

Is the STO looks for the user Eloqua system setting time zone?
