Insight page missing analysis creation option

HI Eloqua team,

One of my users is set with administrator privilege and also with all licensing options turn on; Eloqua Marketing Platform, Eloqua Engage,Eloqua Profiler, Eloqua Reporting and Eloqua analyzer. However the user when accessing Insight page the analysis creation option is missing. i.e. when accessing new from top tool bar the dropdown does not include any analysis options but just "condition" and "agent" options for creation. It puzzles me that my Eloqua user setup is also with administrative privilege and with exactly the same licensing terms. But I am enabled to create new analysis from the new->dropdown -> lots of analysis
