Difference in behaviour between "Customer Ordered" and "Customer Orders Enabled" flag in UI and API

Summary:

We noticed that if an Item has "customer ordered" and "customer orders enabled" flag set to "No" then the item doesn't appear in Order Management UI however when we try to submit an order with the same item through an API (we are using "salesOrdersForOrderHubRequests" API) the order goes through without any error/warning.

Is this expected? If yes, how we can stop this?
