Time Types across Multiple Assignments not appearing on Timecard Entry

Summary:

I have multiple assignments. Different assignments belong to different HCM groups. Different HCM Groups can see different time types. Each HCM Group is tied to its own Time Card layout where its own time card component have been defined (see screenshots below). I have an employee with two assignments each belonging to a different HCM Groups, each group has different time types available. When the employee enters a timecard and selects the assignment, they can only see the time types belonging to the highest priority HCM Group regardless of which assignment they select.
