Is is possible to deduct absence balance from year balances without carryover

Hi Experts,
Here is the business requirement, could someone provide your inputs for the below scenario.
Customer recently migrated to Fusion and the absence balance has been loaded from Legacy system to fusion.
Employee balance is 20 days as of 31/12/2022.
Employee balance is 8 days as of 30/06/2023.
Employee has applied balance from 25/12/2022 to 05/01/2023.
Now the system is deducting the balance as below.
2022 absence deductions from 2022 balance ie.6 days approximately.
20223 absence deductions from 2023 balance i.e., 5 days approximately
With out using Carry over functionality can we implement the solution with Fast Formula.
