Where to define value sets for lists of values under program description?

Summary:

Attempting to use the new Program Management feature in PPM, and there are a number of attributes under 'Describe Program' that I would like to make use of but cannot locate where to define the allowed values.

Content (required):

There are 3 attributes I would like to define values for:

Assessment - currently 'On Track' is the only value in the drop down;

Priority - currently 'Low', 'Medium' and 'High' are in the drop down;

Strategy - currently 'Innovation' is the only available value. E.g.:
