Equal Time Allocation not distributing as expected

From following these steps, we would expect our time category 'overtime' hours to be distributed evenly across all projects on the timecard. However it is only applying to 2 out of our 3 projects and the hours aren’t equal amounts.

We want for the employee to not input which of their hours are overtime, they will enter all their hours as base hours and a calculation rule will establish from their working hours how many hours are over their standard (overtime)
