What am I missing? Time Zone on Bulk Loader

I'm trying to bulk load course completions for 9K users.  The time zone matches what's on the user's profile and is as defined in the Online Help (i.e. Romance Standard Time, Central Brazilian Standard Time).  I ran a small batch last week and it was fine (after I copied and pasted the content into the cells to remove any formatting before saving as .txt file).  This time the file will not run and the error shows for every single line item - what am I missing here?
