Unable to fill requisition

Summary:

We have a requisition with 1 opening and 1 person was hired on the req. The new hire is in HR, Processed. The requisition did not automatically fill, even though "Yes Automatically Fill Requisition" was selected in the configuration section of the req. When we try to manually fill the requisition, we are getting an error message.

Error

JBO-IRC_SYSTEM_ERROR: JBO-IRC-LC-ERROR: 137 :NOT_AN_ADJACENT_STEP: : PhaseStepProcessor.activateStateStep()| Target state is not adjacent to current state TargetStateId=1004 current state id = 1005 Lifecycle instance Id=300001031646592

We have never encountered this error before. Any help would is appreciated.
