Global search functionality

Dear Community - We have global search enabled so some of the quick actions can be found easily through that. however, what I am discovering is I cannot find action - Ex: Termination unless I go to Person manage>search person and go to employement page then if I search Termination in global search bar, I can select. Is this an expected behavior which does not make sense? It seems that we have to go to "person management", search someone and go to a page to trigger some action for this to be visible. I
