How do you change the 'Tool tip' when hovering over certain fields

Summary:

I'm trying to update the tool tip to something more appropriate when hovering over the 'Effective date' field

At the moment it's just showing 'Disability Info' which is the title of the section I am in. This appears over every field.

I've gone into 'Page Composer' within a Sandbox to try and update it, however can't seem to figure it out.

Within the 'Edit' section of the relevant field, I've found 'Short Desc' which seems like it could be the answer, however I can't get it working.

Any help would be greatly appreciated
