Can we disable or restrict from entering base price on existing or end dated record in price lists

Summary:

We have a requirement as below:

1. Create a price list.
2. Add the item to price list
3. create a base price (Charge) and save it.

Now user should be restricted from entering or changing the existing base price in the price list. Is this functionality exist in oracle fusion pricing? if not seeded one, what would be the workaround to achieve it.
