How do we bulk update multiple environment configuration values?

Summary:

A production refresh is applied to our development environment. All the connection bucket value point to a production value and not development.

We need to bulk update all extract bucket values to point to original development environment bucket.

NOTE: We can not use the same bucket name for production and development or any other route-to-live environments, out network is too complex.
