Budget Approval Workflow Skip rule is not working as expected

Summary:

Hi ,

We have a requirement from business to configure approval rules for Budget approval where , the approval workflow should trigger a notification when a project has a resource assigned to that project role.

So there are 3 stages in approval cycle. 1st stage where all the standard participants will receive approval notification parallelly.

2nd stage for Optional Approver participants so all optional participants can be assigned to the project then take approval , if not present skip the specific approver. (These will be added at project with specific project roles)

3rd stage: where approvals will be sent based on Job level Hierarchy.
