Database Update permissions versus execution of CLEAR DATA job

Summary:

In Essbase 21, user with Database Update permissions can run the CLEAR DATA job. Is this normal behavior ?

Support says YES it is, but I do not agree as in v11.* you can choose to provided access to EAS or not.
