DB 19c upgrade caused disappearance of java programs from DB

We recently upgraded an on-prem Oracle 12.1.0.2 DB to 19C (Non RAC). It was found that the existing java source programs and classes compiled in the 12c DB disappeared in 19c, along with the permissions set on them. Has anyone encountered this issue before or can suggest a line of investigation?
