Picking Order on Locators is not honored during pick release / pick confirm process

Summary:

We are trying to setup Pick Sequences / Picking Order on locators so that during the Pick Release / Pick Confirm process the locator with onhand quantity and the lowest of the number is picked by the system. This is how EBS used to work. I have setup the Picking Order, but the system still points to the locator that is created oldest. (The Pick Order value is of no use). Found this document (FA:SCM:INV - Number Sequence for Transfer Orders, Pickslips & Shipments (Doc ID 2674877.1) on Oracle Support knowledge base says the pick order functionality doesn't exist in cloud and an Idea has to be submitted. I don't understand the use of this Picking Order value???
